The fee is required to cover all school costs related to the operator`s use of school facilities, including electricity, gas, water, cleaning, waste disposal, additional school management, maintenance, additional wear, use of certain equipment and other incidental costs. Children`s services operated on school grounds on the basis of sharing facilities with the school will be subject to a licensing agreement between the school and the operator. Licensing fees are based on the number of children, the space required for the number of children and the hours of operation. If an offer is required before an order from a supplier, the licence fee to be collected is clearly defined in the tender file. The licence fee will not be a criterion for evaluation when considering the tender. Regardless of the type of service operator (P-C, non-profit or commercial), fees vary depending on the average number of children who visit a service. The licence fee is set according to the standard formula applicable to each of the three categories of economic operators. Royalties are increased by 4% on the anniversary of the start of the licence to cover the consumer price index/cost increases. Each license is developed taking into account the specific needs of the school and the service operator and has specific clauses that meet local requirements. The establishment of leases and licences is not the responsibility of the principal or the school community. All leases and licenses are established by the local wealth management unit, in collaboration with the legal services directorate, in consultation with the schools and the proposed operator. While all buildings built on departmental sites are owned by the Ministry of Education (DoE), responsibility for repairs and maintenance is subject to the terms of the OSHC agreement.

This means that from the launch of the new licensing agreement (day 1, term 2), TASK will be the only OOSH care provider at Stanmore PS. The duration of the licence agreement varies, but the most common is an initial term of five years, with the possibility of extending by an additional three years (a total of eight years).
